When the answer is an estimate
An answer over a survey sample is an estimate, not a record, so it arrives in a sibling envelope rather than a receipt with a gap in it. When the sample cannot support a figure at the published precision, the answer withholds it and names the criteria it failed. A withheld estimate is not a zero.
The fields an estimate carries that a receipt does not:
- state
- One of three, and never inferred from an empty answer: a statistic was produced, a statistic was computed and withheld, or citature has not built the data to compute one.
- answer
- The statistic and the interval the survey design supports — present only where the state says a statistic was produced.
- suppressed
- Why a computed statistic is not fit to publish, and whose rule withheld it. A withheld estimate is not a zero.
- design
- The survey design the number came from: the weight applied, the frame it was summed over, the domain marked on that frame, and the degrees of freedom those units leave.
